Web Developer for website and utilities/services

We are building an app for our product that needs database and a couple of web services. Our product uses consumables with a dedicated serial which must be "consumed" or used up thru the app.

1. Website that can have a login page for users and admin, only need admin account for now

2. Admin but be able to login and create two things
a. Serial number
* serial number: 10 digit number [create 200 entries, 0-200, for testing purposes]
* creation date
* consume date
* consume by
b. FAQ
* admin creates a question field and answer field
* save to database

3. We have an app the interfaces with the website
a. App Access FAQ table and download all questions and answers to the app
b. App Access serial# database and check if serial# is valid and not used
c. App sends command to “use” serial number. Change status to used and set used date

The above we would need help be setup thru a third party provider (AWS or Azure) and stack is open (ie Full stack, MEAN or others) so recommendation for other setups would also be acceptable.
