Web App simple mobile multiplayer game

We are a game development and design company and are looking for a web dev freelancer for a project.
The project is a simple text & card based game, where players make decisions (multiple choice similar to text RPG games) and a story is presented to them.
The story presented is always the same; choices only affect the score and the statistics of the player and their group.
After making a choice, players get to play simple resource cards in any order as fast as they can (realtime component)
App Usage:
- Up to 25 users connected in the same room via their phones or browser
- Users are split in Groups
- Users vote to make a group decision (text multiple choice)
Features/components that we need:
- Data collection / data base (data must be located in a European server)
- Mobile App (web app client)
