Spin The Wheel

I am looking to have a spin the wheel app created? Is there a way the app you create me to select the number or pick the number that will win? I want to be fair to all my students and don't want to give my students all a chance to win the holiday gifts we are giving out. Also, what is your turn around time of completion? Thank you.
