Seizing a Samsung TV app developer

I am looking for a developer with experience building and releasing apps for Samsung Smart TVs (Tizen). The first version of this will be a simple app with almost UI. The two features the app needs:

1) Be able to receive messages from a mobile app connected to the TV.
2) Deep link to content in other apps already installed on the TV (such as Netflix or HBOMax).

The mobile app (already developed) will send messages to the TV app using the Tizen web socket API.
The messages sent to the app will contain the app ID of another app to launch (such as the "Netflix" app") and the video ID of the content to deep-link to. Our Samsung app should then open the streaming app (Netflix) and cause it to open the movie or show identified by the ID.

Because this TV app does not need any user interaction, the UI can be minimal - only a logo image (I will provide) on the screen.

I am looking for a developer that
1) Has experience building Tizen TV apps
2) Knows how to implement the message receiving functionality
3) Knows how to deep-link in to the Netflix, HBOMax, Disney+, Hulu etc. apps
4) Can start right away

You will, of course, need a Samsung TV to test with.
