Publishing Medsafety IOS app in appstore with required changes -- 4

I tried to publish IOS version of MedSafety application in my developer acount in apple store .The application is used to send reports of adverse reactions to specific email .
but it was rejected by apple reviewer many times due to Guideline 4.2 Design – Minimum functionality and other causes like organization acount instead of developer acount , I hope some body can change in app and develop and change it until accepted by me and by appstore and published in my developer acount .
In addition I want the application to send notification to users when i add items to admin panel
