Project manager for app development

Hi,
we are looking for a technical project manager to help us with the recruitment process to setting up the first milestone with the development team. We are working on a mobile app. We have shortlisted few agencies on Upwork and we are looking for someone to help us in recruiting the agency, defining technical aspects of our project scope and communicating them to the agency, managing budget and setting up first milestone with the agency on our behalf.
