Need lottery app with admin panel

Admin panel
admin set ticket price
admin add or delete any user
admin can set wining number if he want,
admin add or remove amount from user account
admin set wining price
admin set lottery round time (Like every 15 min, 30 min, or 1 hour) also start time 9 AM to 9PM
Its only one digit lottery so admin can chose only one number as wining number Or if admin set auto wining number then system chose low bet amount number as wining number.
Admin create manager account with his password plus admin can disable manager account if he want.

Manager
manager set lottery round time (Like every 15 min, 30 min, or 1 hour) also start time 9 AM to 9PM
manager can add money to user account


user side
user create account
user bet any amount 0 to 9 number or all number
user can change password
user can send withdraw request
user can check wining, lose or bet history

Game Function
User can bet amount 0 to 9 number or all number and bet amount auto deduct from user account, if user number win then
Wining amount automatic credit in user account.
if in backend admin set wining number automatic then wining number system chose lowest bet amount number
Each lottery contest close before 5 min of result time
Result can show on game home screen plus user can check back result history
