You have to build,
customer app, vendor app and admin app from scratch . Here the customers pick up the food from the restaurant /grocery owner. There is no delivery option

Seller (vendor) app
Customer app
Web based admin panel
If required may be existing website should be redesign.

Vendor app - Restaurant /grocery owner add the food
Customer app -
Customers purchase the food through online payment gateway
Customers pick up the food from  the restaurant/grocery location
Admin app -Admin panel is  required to control the backend


delivery app is not required -


Payment gateway(Stripe and Razorpay)
The app is operated in India and Canada
