Mobie App photo color filler like as lightroom

I'm a graphic designer, I have my own color formula to have great photos need to convert them on mobile app for user convenience.
The mechanism works like adobe photoshop lightroom I will create presets in .dng format with themes for users to choose from. The application will have Sass
I really need the cooperation of programmers with deep expertise to build the application
