MACHINE LEARNING IOS AND ANDROID APP

I want to develop an app that will allow people to determine their hair health status. They should be able to take a picture of their hair and determine the best course of treatment for maintenance or improvement. Something along the lines of the app “plant this” but for hair. I do not have datasets on which the model will train or a whole flow of the system. All I have at this point is a general idea of what I want.
