Looking full-stack Developer for a new project as Web , Desktop & Mobile app

This Project has Fixed Budget 1,500~3,000$ three main modules:
1- Companies listing Directory. (Cross-platform Web & Mobile)
2- POS cloud based. (Cross-platform Desktop & Mobile)
3- Admin Dashboard. (Cross-platform Web Only)
All three apps are supporting multi-languages specially (RTL), so therefore, to achieve this I'm looking for Smartest proposals that saves Time, Efforts & Money. by utilizing cross platform programming languages such as Flutter , React , Xamarin... ets.
