Integrate chat and payment options in flutter app

I have a flutter application which requires chat functionality and payment functionality.
chat needs to be stored as in app memory and payment functionality needs to be added using google play billing because refund functionality of particular percentage also needs to be implemented. Please only contact if you have experience with handling payments and know how to implement refund functionality.
Both of these above functionality can be implemented either in flutter or java sping.
