Help/Idea App

Hi, i want to invite you in this project i have. It's an app idea that ive had for a long time, but i don't know how to code so i need someone to help me please.
The app idea i have is an app where people from around your neighborhood can come and assist you if you require it, so for example, if your experiencing a power outage, then you can open your app up and see if you have an electrician near you to help you. Almost like an uber on fixing things.
There is also an idea section where you can put an idea you have out there and people can comment on it and help you with it.
The app will require: map, chat section, comment and like button, appropriate screen sizes for all devices, and for the app to be in both android and apple.
