Harness racing game for computer

Hi I am looking for someone to make me a harness racing game on PC. Will include race tracks in Australia with drivers in Australia and there colours. The game must alow you to control the horse. Steer, it whip it have stamina and speed buttons with distance left in the race. With the race caller calling the horses names. Any other ideas that need to me added happy for advice.
