Feasibility of a mobile application and creation

We are currently seeking the expertise of a seasoned developer to advise us first on the feasibility of creating a mobile application. This application is an application which should allow the optimization of the delivery of orders for large delivery platforms such as uberEat or Deliverro for example. It will be used to take several information on different delivery applications (probably API or other) and can help optimize decisions and routes. If creation is possible from this idea, the developer will have to create the entire application. Also, this project will surely require a long-term partnership, we are looking for motivated developers with in-depth expertise.
