ESP32 IOT Mangement Platform, Firmware and End User App

I need a platform for enterprise management for the ESP32 IOT devices. It should be web based. I also need an IOS/Android app for the user to control the IOT devices. This project will require the relevant firmware for the ESP32 also to be written. In C, preferably in IDF. These devices should be able to be grouped up in rooms and communicate with one another locally, preferably in a Mesh network. These devices shall also be able to take input from other ESP32 devices with integrated sensors within them. Once the sensor reaches a threshold, it should be able to send commands to a certain set of devices i.e. in the same room as the sensor, to either turn them on or off. The Web services should also be scalable.
