Dream11 type Mobile App Development

I'm looking for someone/people who can make me a FANTASY SPORTS APP like Dream11 (not exactly like that but similar).
I want to remove some of the features of Dream11 and add some new. **We will discuss the details,don't worry.**
*Both in IOS and Android (can use flutter/react native etc. too ,we'll discuss..ALSO IF ONE PLATFORM then android should be preferred)
*Contrary to normal Dream11, it will have DIFFERENT PAYMENT SYSTEM.So it will get launched on App store and Play store

I want some rough estimate of 3 things (PLEASE INVOLVE THEM IN YOUR RESPONSE)
1. The Rough Cost of making (full dev and designing) and then maintaining,security and upgrading,etc
2. The Time you think it may take to make it perfectly and ready for public launch.
3.The Amount and type of work I need to know (or learn) to run and manage this app...like do I need to hire some people,etc. Also,please start your response by saying Hi Utsav. Thank you.
