Develop an Android and iOS Hybrid Application

I am looking for someone who can develop an Android and iOS cross platform hybrid application for my website. My website includes activities -
A. Group of users giving services
B. Group of users seeking services
C. Group of users managing the site (admins, me)

Group A should be able to create, manage accounts and list down the services they can offer
Group B can search for the services and choose the best user from the listed Group a member and book their service.
Group A maintains their a calendar according to which the services can be booked by Group B
Group B should make online payment to confirm the booking
an automated email goes to both service provider and seeker once the booking is done.

I am starting this up with myself alone and do not have a huge budget to afford. Looking for any enthusiastic freelancer who can fulfill my requirement in suitable budget.
