Develop API/Plugin to Link Restricted Magazine from Website to Mobile App

We have a WordPress website: https://ragbi.my
There is a Magazine (flip) component in the website that is restricted to paid members only (or any registered user in the website assigned membership subscription by the admin).
We've also developed (up to 80%) a mobile app that would allow access for members to read magazines offline, etc. The app would allow users to log in via both email/password as well as Google/FB. Users subscribe & pay via WP WooCommerce plugin on the website.
Unfortunately, our way is blocked for the paid magazine subscriptions or purchased products. While the app can access articles/news, etc., we need continuity between the members and both the website + mobile app.
Our client request that the paying subscribers are able to download the magazines based on the subscription or product (PDF files from a certain folder) so they can read offline on the app.
So having the above mentioned, we would need an expert to develop a plugin+API that would link the website to the app (depending on the proposed solution).
