Cross-Platform Mobile Application with Xamarin Forms

I want a cross-platform mobile application that connects to a bluetooth-enabled heart rate sensor and communicates the heart rate data (bpm) visually and auditory in real-time. User can request their heart rate data on-demand or schedule audio announcements to be played at regular intervals. Ideally the app would also have a Map view and store workout session data locally and in remote server. I'm looking for someone who can take responsibility for the application from UI/UX design, coding, testing and delivery.
