Community Map App - Need Designs + Development

I am looking to develop an application where a user can search for a community they are looking to move into. This will be built for churches and temples that want to show the primary location of where their members live.

Types of Users
1. End-user: Search for a city and see highlighted area with information. User can also create and upload zones and submit application (view video how to create zone)
2. Super-Admin: Approve zone submissions and verify data-provider information.
