Clock Attendance WebApp or Flutter App

I want a Quote for 2 options:
1. Modifying Flutter App to suit attached Requirements Document.
2. Modifying Web App to suit attached Requirements Document

+ Clearly state cost and timeline for modifying and delivering either a Flutter or Web App according to the requirements document attached
+ For Flutter App you should be able to provide APK and to deploy to Apple Appstore on the client's Apple Account

Please Note: This is a very simple system but the key requirement is ability to allow employees to clock in and out either on web system or mobile app (offline) due to unforeseen network problems. Once the device gets online it should be able to upload the time log.
