Carpool service for surfers

Hi, I would like an estimate for a carpool service in Japan ( small scale at first ). Driver get gas compensation for trip from departure of his choice to already decided arrival locations. Passenger choose from existing trips, pay the fee on the website + service fee. Price is calculated based on gas price and the distance (km) from departure location to arrival location of the day that the trip is created. Driver receive payment once trip completed. Driver and passenger should be able to discuss about departure location only. Would like to add an online shop also. Would someone be interested and could discuss more about it?
