Camera app to snap quality picture of a monitor

When we take picture of monitor usually there will be all kinds of noises in the picture. We would like to take a clean picture of monitor using manual setting. (aperture, exposure etc.,) This will be used within a code scanning demo app (like QR code scanning)built using Kotlin wherein any such noise will impact scanning.
