Build me a service based mobile app.

We are looking for someone to assist us in building an Android App.
Just a short description of the App –
The App will basically be a service app, we have a Main client that requires a specific service, and then we have other companies that does the required service for us. We basically want the app to be the “middle man” instead of us. So basically – the companies that provide the needed service can register on the app, load all their needed information. We want the companies to be categorised for where they are located automatically .
Our main client will upload their needed service and the suppliers will be able to send the main client a quote to be approved, when the main client uploads the job requirements with the sites location, it should automatically go to the suppliers that is based in that location.
The main client will approve the best quote from a specific supplier.
We will also want to have a 5 star rating, so that we can rate the suppliers.
