Build my puzzle app idea (Android+iOS)

Hello, I have an app that I have started to develop using Kotlin but it is slightly beyond my skillset so I think it might be best to start from scratch and hire a developer with expertise.
The app is a quiz/puzzle game where users guess the words from emoji clues. I have developed a workflow and most of the graphic design. All I need is someone with the skills to program it (preferably using Kotlin/Android Studio so that I can make tweaks) and make it a reality.
Looking for someone with experience creating apps and delivering them to the app store (google play/apple store) complete with ad integration.
