Build professional live streaming web, android and iOS

Hello, I need to develop an application (maybe web or otherwise mobile, but for both IOS and Android). The application would work in the following way: After logging in, the subscriber (integrated with my subscribers in my Vimeo account) should be able to scan a printed QR code that will be next to a security camera, and with that action they should activate video security camera or NVR to stream to Vimeo via RTMP. So we will probably have to work with the API and maybe with the Camera SDK (Hikvision, Bosch or UNV brand) to activate the transmittion. When the user decides to end the video and the transmission, they must have an end button in the App and with that the transmission to Vimeo will end.
