Build me an parental control app for 10,000$

* Our max level of cost is 10K for the whole project so please don't offer me if you can't do it for that amount

our app is a parental control app which is:

Block harmful sites and content to ensure safe search ( it means it blocks porn websites and turns on google safe search )

Block bad YouTube search requests ( which means turn on youtube restricted mode )

Manage app use ( which means parents can block an installed app in their kid's device )

- Set screen time limit ( which means parents can control how much their kid's device should be used for example only for 2 hours a day )

Our budget is 8000$ for the Android and ios app

And 2000$ for the windows and mac app

Note* the windows and mac app is quite simple it only contains one feature block adult websites
