Build a mobile App and include VPN

Hi There, I want to develop a basic content app with space for a daily article and a banner add space on top and 3-5 ad spaces down the side. these ad spaces need serve as a "placeholder" where 3rd parties can book and log in to change/load ad links and track views.
In the app I want links to 3 or 4 3rd party apps, and preferably I want them to remain in my app in terms of data usage, even when they use these 3rd party apps. I will probably need to create a VPN/tunnel type solution to a data provider to achieve this, but just want to make sure it can be done, even if the app needs to be created 1st. Is this something you can do?
