Build me a gamer betting app

. This is a gaming app titled Winner gets it all. The essence of this app is to enable two online gamers (players) to be able to invite themselves from there console using their online ID names and wager a bet between themselves. This app will be able to put a hold on 2 party payments (like a guarantor), taking 5% from each if the 2 wagers. Once the competitive game is over, and a winner is pronounced - the winner of the game, will be given 80% of the total amount that was set aside from the two parties before the game/match started at the beginning of the game. Games will be streamed via YouTube live or twitch.
