Build me an app

I have a few basic requirements as mentioned below It requires login for two different groups of individuals.

Lets say, Group 1 (members A,B,C) & Group 2 (members X,Y,Z)

Group 1 after login will be able to see a google map with location of all the members of Group 2.

Group 2 after login will be able to see a google map with location of all the members of Group 1.

Both individual groups i.e Group 1 & 2 will be able to send each other requests by locating each other on map.

Group 1 can send requests to all the Group 2 users that are currently near him and when he zooms out the map he will be able to see all the Group 2 users that are far away as well. Same is required in case Group 2 sends requests.

Within a group, individuals will not be able to interact with each other. For example, Group 1 members A, B & C won't be able to communicate or even see each other but they will be able to see X, Y & Z of Group 2. Same goes for vice versa.

This is one of the major requirements of both website & app. Our first priority is app. As we are short on time and we need a working proof of concept ASAP. I hope my basic requirements are well explained for you to work on.
