Build an app

I’d like to build an app that is a combination of a few small games, such question/answers where the best response is voted on, anonymous messaging or question asking to the people who are signed onto the app,, polls/surveys, collaborative writing, truth or dare, and a card game where each person is a suit, they write a question for each card in their suit, the entire deck is shuffled and then dealt to the group. This app would allow the person controlling it to invite people into the conversation and games, such as when a group of friends is going out for the night. The app and info within it would not be kept as record, it would delete content after an hour or so, and access would be per event, not a single approval, since different groups of friends may be using the app different times. I am unsure of the cost or time it would take to do this. I would do something like this in VBA if on a desktop, I’m not familiar with how it translates in mobile app creation, let me know if my budget is way off.
