Build me an android App for proof of concept.

We are looking for an expert level Android software engineer to build an Android mobile app designed to run on mobile wireless devices as a proof of concept test project for a much larger and higher budget project. We have full specifications of what we need it to do and how it will work, which we will supply at the appropriate time. We need developers who are at expert level in Android development, with particular emphasis in connectivity. Areas of focus for this project will be the radio interface layer, Carrier and eSim, WIFI, Acts tests, VOIP, Wireless protocols, calling and messaging. This app will communicate with a cloud based server, and will need integration with GPS/ location services and Artificial intelligence. Experience in GSM LTE and RF radio systems will be an asset for this job. Experience in Artificial Intelligence and cryptography will also be an asset for this job. Experience in open source SDR development will also be helpful, as all of these will form part of the final product. What we need built right now is not going to be published, but will be a scaled back version of the final product for proof of concept and testing prior to the development of the full featured product. You will likely work as part of a project team if we are happy with what you produce.
