Build me an App/website + 3D rendering software

There will be 2 sides to this project. The one side will be either an App or website (still to decide which will be better). This App/website will need to be able to scan and produce a 3D model of a person's body on the screen/in the App for later usage. It is important that the 3D model of the person's body is as close to realistic as can be. Possible API's already exist.
The second part of the project will have to be software that will be used to 3D render clothing items from a 2D image of the clothing item. This 3D model of the clothing item will then be used on the 3D human body - like to virtually try on the clothing item on your body.
I have a clear idea of the project and what I want done but I will need some input from the developer on a few of the tech things.
