Build me an App

An app where people can post articles that they want to swop and users can post pictures/text of what they are prepared to swop for it. 3 Options per suggested swop, Accept, Maybe, Decline. (Almost like Tinder) Declines disappear from the feed and maybe's remain until original swopper chooses Accept on one of the "Maybe's" Should be able to geo-fence offerings and create groups.
