Application for making stock control

We want to do this easy. Either by using VB and Excel makro or build java with SQL database.
The matter is this:
We are producing terrace awnings in Norway.
In the company we have a production department of fabrics that we are cutting from standard length rolls of fabric. The rolls are in 130 diffrrent colors.
Each roll is 50-60 meter of fabric and we have machine that cuts the favric according to the lengt one terrace awning needs. The order of terrace awnings decide how much fabric we need to cut.

But we want to have a small app/ stock control that says this on an app. Android. If too much work with android we can use small program on windows laptop.
1. We must register full new rolls when we get it from italia.
That roll of meters of fabric of that color must be put in a database or automatic in excel sheet somewhere or something similar.
2. When we are taking 1 roll to cut out meters, we are weighing amount grams that is left on roll and that show us how much meter is left on roll.
We must punch in grams that is left and click a button that shows ut the meters and we save the left overs in stock on colors on specific place in warehouse.
3. We also wanna have an option where we can ask the system how many meters we have of that and that color. But first of course we must punch in all colors we have and weigh everything we have and register it in this small app.

Today we are just cutting out meters and must guess what we have left and must it on specific place in warehouse with a note.
And we dont know what colors we have in stock. We must go around and look.
