Android apk kotlin external storage Android 11

Flow app need to make
MUST use Kotlin
1. Apk must able to access(read-write-delete) external storage(/storage/emulated/0) at android 11, this mean have to have manage_external_storage permission
2. external storage based on google term
3. Show me proof of concept that you are able to make it and then I will start milestone for you
