Android OS Low Level Developer to Build a Background App to Relaunch APK when Crashes

We are seeking a specially skilled Dev who has DONE THIS BEFORE and CAN DEMONSTRATE a background Android OS 7.xx APK that sits in background and can be configured to detect an autostart apk running and if crashes FORCE AUTO Start Immediately.
This is NOT an Android APP alone needs someone with low level Dev knowledge to detect, manage and balance memory and APKs running. It also needs to Force and PREVENT other APKs coming to foreground or trying to crash the apk
