Android Application - Camera flash

I need an Android app. I would like it designed and built. 1. You should be able to control the flash like morse code for each character that you want to send. There will be a text box and a send button. according to character the camera flash will work. for dot flash on for 1 sec. for dash flash on for 2 sec
