Android App connected to IOT devices for use in holiday rental apartments

We are requesting the creation of an APP for Android to serve as a user interface for guests in holiday rental flats.
Its function is to allow the user to control different aspects of home automation installed in the flat: opening the door, turning lights on and off, air conditioning, etc. It will also allow the guest to activate the smartphone's internet sharing function, access city guides and maps and communicate with the office via chat. Additionally, using various hardware elements, such as microphone, GPS, motion sensors, etc., it will send alerts to the office in case of excessive noise, or other situations. These services are described in more detail throughout the attached document.
This application will be installed on an Android smartphone which will be owned by MyCityHome and provided to the guest during their stay. Therefore, it will not allow the guest direct access to the system (the Android image will be modified to close it).
The following challenges will be considered:
• The system must be self-contained for each flat, so that there is no outgoing or incoming data flow unless requested by the office or an incident occurs. The information will be stored locally. The smartphone will centralize the home automation activity. When the smartphone leaves the home, the connection, and therefore control over the devices, will be lost.
• It must be very flexible, allowing devices to be added or removed, as each flat will be different.
• It will allow remote control of all flats via a dashboard accessible by office staff.
• It will have a simplified version (or second app), downloadable via the Play Store, which only has the function of opening and closing doors and recording the time at which this is done.
