Mobile Touch Interaction Fix for React App

I'm seeking an experienced React TypeScript developer to resolve mobile interaction issues in my NoteCard component (NoteCard.tsx).
Desktop/laptop functionality works correctly and must not be changed. The issue is isolated to the mobile touch interaction in NoteCard.tsx. Please modify only the mobile touch interaction and do not change any other functionality. The desired mobile behavior is: tap an empty bulletin board to create a prayer request, touch and drag an existing note immediately to reposition it, and tap an existing note to open the existing Edit Prayer popup. The solution should be as simple, reliable, and maintainable as possible.
