update UI only after changing the orientation completed in swiftUI

I am looking for someone who can help me to implement from scratch in swiftUI and iOS 16 to update UI only after changing the orientation completed (0. 90, 180, 270, 360). If user just move the device up or down in some angle, DON"T UPDATE THE UI.
