IA on smartphone without Internet Connexion

Educational project (not commercial).

We'd like an artificial intelligence that can be easily installed on a smartphone and run locally WITHOUT Internet access.

This application have to be easy to install.

It would operate like a chatbot, drawing its information from a database like an assistant created on the OpenAI platform.

This database would be "delivered" with the application, and users could easily add their own documents.

Pre-configured chatbots would also be included in the application, and users should be able to create their own chatbots just as easily.

Please, bid to this project as a human and not automatically as a bot.

We are looking for french language freelancers if possible.
