I need a workflow management software

The software is to be built for multi users and once projects are created in software then it should have the ability to assign tasks to users and create dashboard for the manager to understand the progress of project. Additionally it should intimate its users if there is any change in project and record all data on local server. The software can run on IOS, Andriod platform and have a web access as well to feed data.
