need someone to overlay a phone compass with my compass design and maybe turn it into an app

I am looking for an experienced mobile app developer to create an iOS and Android app that overlays a phone compass with my already-designed compass. I do not require any additional features in the app other than the compass overlay. The freelancer must have experience developing mobile applications to ensure a successful end product. They should also have knowledge of navigation and weather features, even though these are not necessary components of this project. Ultimately, my goal is to have an app that is both aesthetically pleasing and accurate in its measurement of direction.
