I need a aeronautical engineer that also specializes in under water -- 2

I am starting a new company called safety fish and my goal is to prevent further drownings and to be able to locate someone once they go under water ,and i am wanting someone to help me design something that i am trying to get a patent on but since i dont have it designed because i dont know how to design it,i cant patent it exactly just the idea,i was looking for some help
