iOS MVP Upgrade from Non-Approved Version

iOS MVP from current non-approved version
We need a developer who can resume from where previous developers left off. We no longer have any people with tech skills worth mentioning, so you will need to work independently and be self-propelled.
We develop and sell electric bicycles and scooters. The app is for our newly launched e-bike, https://vassla.se/pages/product-page-pedal.
The main issue with the current app is that many users, but not all, cannot connect the app to the bike. The app is needed to start the bike. An Internet connection is required to start the bike at every ride. The new version requires only Bluetooth and on occasion internet connection.
The new version is not yet approved as a user was not able to delete a created account.
This is now fixed. A user can now delete their account. The version is not re-submitted.
Targets:
1) MVP - Make a working app available to the public.
2) Let internal AND external riders test the TestFlight app.
3) Document the backend setup and processes
Tasks:
a) Add external users to test the current live version of the app. This is to allow users who don't get app/bike connectivity with the currently approved app. Urgent.
b) Understand the build. Find out what’s necessary to get the app approved to get an MVP live. Urgent. (Submit. If needed, fix and re-submit, until approved.)
c) Make sure the backend is aligned, and that all BLE-, OMNI-, and Hologram connections, as well as any other supporting systems, are supporting the app.
d) Add users to test the draft version of the app.
e) Any tasks identified as necessary for completing an MVP must be completed but approved before producing billable hours.
f) Document the backend setup and processes in Notion.
