creation of program based on ami infrastructure

What I need is the following program that is more robust than that of the AMI technology, Advanced Metering Infrastructure, which has to contain the program: change of reading parameters, change of meter consumption, deactivation of alarms, disconnection and reconnection of the meter, changing the parameters in the way the meter does, the program have is languaje spanish I put in the photographs the illustration that I mentioned previously, which shows that all the meters that the program has to work with are through the infrared reader that the AMI meters have.
