E-commerce Solution with Integrated Delivery Platform

Need ecommerce solution with delivery platform (JustEat, Uber like)
Fully advanced e-commerce plaftform
App solution for drivers (android and ios)
Journey navigation will be done by Google Maps
We have front-end already
Back-end system for full maintenance for all user types (customer, sellers, drivers)

We need solutions for:
product and categories maintenance (we intent to have large amount of products)
discount solutions
website content management
notification system
technical support for customers, stores, drivers
3rd party phone messaging system (notification and security)
internal admin staff management (user role with permissions)
ability to see live oders in progress


System must be:
* Able to scle into large numbers - multiple orders in the same time
* Must be very stable, reliable and bug free !!!
* Testing will be required
* No templates or 3rd party existing solutions

CODING:
* Laravel - latest version
* Vue.js (possibly React)
* Flutter for app development
* Version control will be required
* Google API

DEVELOPER:
* strong Laravel and Vue knowledge
* strong Flutter knowledge
* e-commerce experience
* knowledge of Google API, Payment Gateways
* must have enough positive reviews
* must have previous experience with similar projects
