An app that tests phone numbers identifying if their are SMS capable

I am looking for a developer to create an app that can test phone numbers and identify if they are SMS capable and if they are VOIP numbers. The app should be developed for both iOS and Android platforms. I am open to suggestions for the preferred programming language. As for the design and layout of the app, I am open to the designer's creativity.
